How old are the kids and what budget, what part of the world? I can think of way too many places to list.
A few things that come to mind:
-Any Club Med
-Plenty of other family resorts have kids clubs, water parks etc
-Singapore has lots of child friendly outings, or stay on Sentosa
I know we had a wonderful time in Bali, and there are good deals to be had there. Disneyland is of course wonderful but expensive..... if you only have two kids then Disneyland Hong Kong is possible if you don't mind sharing a room.... it's small though. The suggestion of Club Med by Lisss is a good one, although again can be expensive (although food etc is included). I know a lot of people swear by PNG islands for friendly people who really look after the kids.
Another option is a cruise - \we have booked one for later this year - lots of stuff for the kids to do, food travel and accom all covered..... never been on one before, but lots of good reports from friends.

I am looking for something suitable for 4 to 10 year olds, hopefully nothing too expansive. Basically somewhere that can be fun for both kids and grown ups at the same time.

We have two 8 yo's and one 10 - because of that we had to book two cabins but even so the overall cost of the holiday on a cruise ship is not too bad. Have to get to Sydney & back (using frequent flyer points for that) and then accommodation is paid for, breakfast/lunch/dinner is paid for, entertainment is paid for, and the travel visiting a few pacific islands is paid for,... will have to pay for some things like alcohol, souvenirs, food off the ship etc but all up I suspect it will cost us a lot less than flying overseas and we won't have the long airflight.....

+1 from me - the kids *loved* waterbom. Very well organised park as well as attractions to suit different ages.
FYI this hotel is on sale on Wotif atm (not sure if its the cheapest price as I haven't done a comparison, just got an email about it) and the water playground in the hotel looks great for kids: http://www.wotif.com/hotel/View?hote...
